Cesar Bustamante has a BS in Electrical Engineering from Universidad Rafael Urdaneta in Maracaibo, Venezuela. He also has an MBA in Marketing from Universidad Nacional Experimental del Táchira in San Cristóbal, Venezuela.

He worked for over 20 years as a Customer Service Engineer for Hewlett-Packard Venezuela and worked as IT for a sleep center, Centro Integral de Medicina del Sueño in Maracaibo, Venezuela.

Currently, he is a member of the ACA, NCC, ISNR, AAPB, and BCIA. He is a certified Neurofeedback Specialist by the BCIA and has a second master's degree in Mental Health Counseling from the University of the Cumberlands.
